The PLS funded and completed the construction of a multi-purpose learning center in the area of Sitio Pallang, Barangay Pugaro, Manaog Pangasinan with the aim of helping young school children. This project was initiated by the HRA Batch 1969 Association and the land was donated by the Manaog Parish. During the pandemic, a growing concern for many students unable to get access to computers and Internet prompted the PLS to take on this project which was inaugurated on 25th November 2021.

At the end of the pandemic, with schools returning back to their normal schedules, this multi-purpose learning center is to converted into a day care center. Around 100 children aged between 1 and 4 years old will have the chance to use this facility.
